ON Tuesday, July 2, 2019, at National Light Event Hall, Awka , Anambra State, there will be book presentation titled: RESTRUCTURING NIGERIAN UNWORKABLE FEDERAL STRUCTURE-Compendium on the imperative of restoration of true fiscal federalism in Nigeria, written by Mr. Polycarp Onwubiko.

The book sprang from some years of extensive research which substantially ascertained that restructuring of governance in Nigeria is a categorical imperative if Nigeria is to reinvent itself and remain united.

A renowned columnist, Professor Baji Akintoye contended that “Whoever loves the country has to support restructuring so that we can have local initiative in development”.  In the same vein, the former governor of Anambra State, Chief Dr. Chukwuemeka Ezeife  [Okwadike Igbo-ukwu] said: “Restructuring simply calls for our going back to the structure of political arrangements of Nigeria as agreed by our founding fathers with regions as federating unit”.

Citing a brief account of the chequered political history of Nigeria,  Professor Ladipo Ademolekun said: “General Aguiyi Ironsi’s Unification Decree No. 34 of 1966 was a transparent change of Nigeria from a federation that was agreed by our founding fathers through the 1954 Constitution.. Military rulers from 1966-1999 introduced and maintained unitary features that were inspired by their military command structure in running the affairs of the country”.

Former presidents Olusegun Obasanjo and Goodluck Jonathan had perceived the imperative to reinvent federal governance by establishing political reform conferences but circumstances truncated the implementation of the recommendations.

Happily, President Muhammadu Buhari, whose party, APC has true federalism in its manifesto has seen the need for restructuring the unworkable structure of governance and promised to restore the country back to the glorious days of true federalism. Buhari said: “There is need for true federalism at this time of Nigeria’s democratic development” adding that “it will be belabouring the point to say that true federalism is necessary at this juncture of our political and democratic evolution”.

The Book is a gold mine for both graduate and post-graduate students of political science in term papers, thesis and doctorial dissertation.

Mr. Polycarp Onwubiko, a columnist in National Light has deployed his journalist prowess in coming up with a book on the imperative of reinventing Nigerian through the instrumentality of restructuring the federation at this critical point in the nation’s political trajectory.

He is the author of five books on government and Public administration, namely :Paradigm Shift in Local Administration  (2006); 50 Years of Independence: A Road Map of Optimum Growth and Development in Nigeria (2010); True Federalism and Transformation of Nigeria (2012); True Federalism and Quasi Federal Practice in Nigeria (2013), and Realistic Federal Constitution for Pragmatic Federal System of Government in Nigeria (2014).
